I would also be interested to gather information on the structuring of records management roles in other unitary authorities. I work for a unitary and we don't have a permanent RM function currently - we have a fixed-term project post entitled Corporate Records Project Manager whose remit so to undertake a records management project to put in place good practice across the authority. The post reports in to the Business Intelligence Manager within the Business Intelligence & Change service, with dotted reporting line in to the SIRO. In my authority we also have an Information Governance Manager (Data Protection Officer) and Info Governance Officer, who also report to the Business Intelligence Manager. There is some linkage between us but our roles are largely segregated; though my RM work as of course seen as a support for GDPR compliance.
So far within 2 years I have managed to undertake a benchmarking organisational self-assessment, launch a Records Management Policy and various procedures inc. destruction and management of paper records, and spent much of my time over the past year managing a data migration project / implementation of online offsite document storage management, as our commercial offsite storage provider was sold to a new company. I am also working on compilation of a corporate document retention schedule and ongoing reviews of legacy documentation; but that is rather like painting the Forth Bridge!
Personally I think that RM definitely needs to be a corporate function, but could usefully sit within Legal Services as I know is the case in a number of authorities. I would be very interested to hear how other authorities structure and even more so, how many staff they have working in this area. I am constantly saying that more resources are needed but of course austerity dictates that they are not made available. This tends to lead to a way of thinking that many aspects of records management have of necessity to be devolved to individual managers rather than having true corporate oversight.
