All laboratory results are reported on a dry weight basis, in accordance with MCERTs, but the moisture content required for this calculation has to be performed on a separate subsample in order not to lose the parameter of interest, as Peter quite rightly states.

You had to do testing to give the confidence that it is from an uncontaminated site - and it seems you are happy that the site is not contaminated. You do have the fluoride result that exceeds but if the waste is deemed inert and doesn’t require testing then I think I would go down that route - obviously with discussion with the landfill (if there was no alternative to landfill).
I think it can be confusing when a waste type is assumed to be a certain waste classification and then testing is done that puts this into question. For example, "mixed municipal waste" is classified as absolute non-hazardous. So you don’t need to sample and test to determine its waste classification (well, you obviously couldn’t). But I have seen analysis of "mixed municipal waste" and it leached far higher concentrations than the hazardous waste WAC limits. Still - its non-hazardous regardless.

It would appear to suggest there is a subset of 'Inert' wastes listed as acceptable without testing -
4.3 Waste listed as acceptable without testing The Council Decision includes a list of wastes in Section 2.1.1 that are assumed to be inert and therefore acceptable at a landfill for inert waste without testing, if:
• they are single stream waste of a single waste type (although different waste types from the list may be accepted together if they are from a single source); and • there is no suspicion of contamination and they do not contain other material or substances such as metals, asbestos, plastics, chemicals, etc to an extent which increases the risk associated with the waste sufficiently to justify their disposal in other classes of landfill.
In the case of suspicion of contamination (either from visual inspection or from knowledge of the origin of the waste) the waste must be WAC tested (or refused acceptance at a landfill for inert waste).

The question is whether one could argue natural soils from a railway siding are "from an uncontaminated site" (we have testing confirming that) - and what happens if one has WAC test results that indicate the soils fail for Fluoride (even of we didn't have to test for itn the first place)
