I think the openblas-devel package will only become available after you installed epel-release, as that will add new package sources. Maybe all you need to do is run the command again (you can omit 'epel-release' this time):
sudo yum install openblas-devel
A stack overflow post at [1] suggests the package may be named 'openblas-devel.x86_64' instead of 'openblas-devel' under CentOS 7. So if running the command again did not work, try:
sudo yum install openblas-devel.x86_64
(Assuming you are on that architecture.) I'm not on CentOS, so these are guesses.
