The IFCC working group published guidelines in Dec 2017, "how should glucose meters be evaluated for critical care." Not sure if these are applicable in your context, though.

Subject: Verification of glucometers
Hi,
We are looking to verify new glucometers and wondered if any of you knew of up to date guidance on either using healthy volunteer samples, or patient samples for this purpose?
Many thanks.
Best wishes,
Sally
