That is not correct. S11(1) allows them to process special category data under the umbrella of Article 9(2)(h) by defining what " by or under the responsibility of a professional " in Art 9(2)(h) means in the UK context - i.e. by reference to the definitions.
However it does not mean those processing by or under ARE health professionals, so has no direct relevance to the SAR issue or whether they can rely on reasonable expectations of confidentiality. They can (although probably do not need to) as they are still not health professionals. Sched 2 (17)(2)(b) says "the other individual is a health professional " not "the other individual is a health professional or a person processing by or under the responsibility of a health professional "
