National Mining Museum of Scotland's library hold hard copies roughly 1850 - 1914 but that is too far away! You could try the Mining Museum at Wakefield again probably still too far away, a tad nearer, Birmingham University also held hard copies but that was back in the 1990s and you were also allowed in as a member of the public for several visits a year for free but they may have destroyed them since digitisation. I know that the BGS at Keyworth hold copies but they charge to access their archives and it's not cheap. Again Sorry not to be of much help.

The Chadwycke-Healey - now Proquest - database, UK Parliamentary Papers, is a subscription database only found in large, especially university, libraries. In universities access will be limited to members of the university or those with some other connection, such as former staff or external users who pay a subscription. You will need to check around. Some libraries do, of course, hold the printed Inspectors reports.
