Interesting to get a perspective from a consultant. I think the main reason for the lack of phone calls to you from planners (or CLO's) that a development has started is time and a lack of people. I'm also unaware if a developer has to tell the planning authority they have commenced on site. In some circumstances, they will do this because a permission may be due to lapse, and they are seeking a letter of comfort to keep the permission alive. In most cases, they just crack on, and in a minority, this is regardless of whether pre-commencement conditions have been satisfied.
I share your frustration about developers "forgetting" to do something and then suddenly their urgency is expected to be your problem!
