I take it the "organic matter" should not be included in any value for TPH. Hopefully it will not include any PAHs (unless there is a pile of cigarette ends).

As a minor point disposal of sewage onto ballast from moving trains is promised to end by 2019, one of many organic components that comprise the debris that might fall onto ballast and be incorporated into the 'dust generated by the angular ballast wearing down from traffic.
Most likely to flush sewage from the old trans in east Anglia and the west country apparently. Not popular with trackside workers.
I guess ballast 'dust' could differ quite widely depending on being historic or current, rail traffic, ballast replacement schedule, being in train braking areas, station or engineering areas, etc
