Mentioning building regulations as a primary control for land contamination is also poor. Whatever the Building regulations and approved documents say, in practise its rare for BC or approved inspectors to read and consistently act on site reports, remediation proposals or at verification. They are not often trained or experienced nor are the site checks you might expect to be made required inspections. Making onsite checks that are not mandatory puts anyone undertaking them at a commercial disadvantage
The influence of the NHBC and its guidance seems to me to lie principally in their warranty process even if its stemmed originally from building regulations
Perhaps Building Regulations will change when Grenfell reports etc are all in regarding issues with how fire safety actually works in practise

What a poorly crafted question and answer!
The MP clearly is not aware of paras 120 and 121 of the NPPF and the PM seems not to be aware of the central role local authorities, and specifically their contaminated land officers, play in ensuring new development is safe and suitable for use, or words to that effect.

I completely understand my hon. Friend's concerns and have dealt with issues of contaminated land sites and development on them in my constituency in the past. We take local residents' safety seriously in relation to contaminated land, and we ensure that the guidance is regularly updated. Developers are already required to ensure that they comply with a host of legal and regulatory safeguards before they build on contaminated land, and we also require that they work in conjunction with the Environment Agency and meet building regulations to ensure residents' safety.
