ıI know that iPlayer uses flash video for some content and that a lot of their old content is flash, so their platform is still partially built on flash. They have been bringing in HTML5 content for many years now, but as long as they have some flash content then they will require it.
There is no specific standard format for TV, format will depend on delivery method more than anything but even then it's variable. mp4 has emerged as a kind of de facto standard for services that use HTML5, but it is by no means universal and some services will use several different formats for several different purposes.

I'll be the person to ask what may be an incredibly dumb question: BBC iplayer periodically decides I haven't got Flash and demands that I reload it, most recently last night as I was trying to watch Beard/Schama talk about Civilisations at the National Gallery. Is the BBC therefore strangely miles behind, or is TV broadcast a different thing that still has flash as standard?
