This has been resolved. The solution was to add a line to fslpython_install.sh configuring conda to specify where the ssl certificate is, before the script attempts to create the python environment.
e.g.,
"${miniconda_bin_dir}/conda" config --set ssl_verify /etc/ssl/certs/ca-bundle.crt
Our institution has fairly strict traffic monitoring, so this issue crops up frequently.
