BLOCKs entered Fortran as support of a macro preprocessor proposed
to provide some generic programming capability in f08. The macro preprocessor
was dropped to contain the size of f08. But BLOCKs remained, as
being useful in their own right.
The dropping of the macros happened, IIRC, at the London '07 WG5 meeting. HTH
