The European Policy Centre is pleased to invite you to this Policy Dialogue.
The recent ‘refugee crisis’ has led to increased efforts to secure the EU’s external border. These efforts have required a parallel expansion on the provision of legal pathways to Europe. Central in this respect are resettlement efforts, allowing migrants “in need of international protection”’ to be transferred from a third country to an EU Member State. A first EU scheme was adopted in July 2015, which provided for the resettlement of around 23,000 persons. A new scheme targeting 50,000 resettlements was put forward in September 2017. In addition, trilogue negotiations will soon start on the establishment of a more structural EU resettlement framework.
This Policy Dialogue aims to comprehensively assess past and current EU policy efforts on resettlement, and reflect on ways forward. It will evaluate Member States’ efforts, consider the state of play on negotiations on an EU resettlement framework and the added value of organising resettlement at EU level. The discussion will also critically assess the extent to which resettlement has been presented as an alternative to dangerous crossings of the Mediterranean and whether resettlement can ever be used as an alternative, rather than a complementary mechanism, to spontaneous arrivals. Finally, our speakers will also reflect on future opportunities, including, for instance, private sponsorship schemes.
