The facts appear (for the moment) to be more nuanced (although still
outrageous) than an official total ban.
The Business Insider says the 'CDC was reportedly told not to use
seven specific words and phrases in its federal budget-proposal documents':

The information comes from a (named) CDC staffer and there appears to
be no corroboration from the White House/Government. The Business
Insider article notes that no official directive has been issued to
the CDC's staff. Also, it says the revision to some of the terms
(including 'evidence-based') was communicated verbally (and
presumably not in writing).

Further clarification is needed and will hopefully emerge over the
coming days.
