Here at the Ashmolean, for loans in, we ask the lender to supply images as much in advance as possible, especially if required for a catalogue/publicity etc.
This of course does not alway work, especially if borrowing from a private lender. Very occasionally we will do location photography of loans in to fulfil our need for high res images, or we will commission a local photographer. Occasionally we do need to shoot objects on loan when they come in but as you say this can cause deadline problems for publications and press releases.
This is apart from condition report photos which are taken by our conservation dept for any loan in on arrival and before any loan goes out.
Our loans out policy is that any lender requiring images for publications or press will be charged for those images as part of the loan agreement.
