It was most unfortunate Fortran 90 left
IMPLICIT NONE
to mean something was still implicit.
The latest standard revision has brought
IMPLICIT NONE (EXTERNAL)
which makes as much sense as covfefe.
It is bothersome though to see something like
EXPLICIT ALL
missing in the language.
