Hi,
I'm not convinced CentOS 7 and Singularity are constraints at all, apart from making it simpler to get the appropriate environment for jobs. OSG have been using ssh submission with HTCondor well before both Singularity and CentOS 7 (e.g. CMS have used this to make use of some HPC resources).

It’s essentially a remote HTCondor-CE that has ssh (via keys) access to a submit machine. If anyone has a Local Cluster with CentOS7+CVMFS+Singularity, or is likely to in the near future then this looks like a very easy way to gridify it.
