It's doubtful whether you are breaching DPA by using such a copier with normal security in place (including encryption), although I suppose one could argue that there is a technical breach of e.g. P3 - is it excessive to keep 'extra' copies on the HDD once the copying job is completed? Possibly the rep and his firm are trying to use such issues to make some extra money.
If you own them then as others say - great care at end of life.
If you lease them the critical time is return. This will depend on your contract. Possibly at that stage you may need to pay if it is not otherwise covered -just as you might pay to have a HDD securely wiped on sale.
