It might help to understand from the customer the context of the enquiry and/or the nature of the interest or potential interest in the land. I would contact the customer to ascertain this.
It seems as if the enquiry may be related to due diligence.
I'm surprised Env Health have no record, related to permitting, were EH in existence back then, if no, might the records be held by another department.
It's a long shot, but you could try planning.
If you consider the site a priority for inspection under Part 2A, you could try officially requesting info from Thames Water under Part 2A and/or contacting the current land owner to find some or all of the information.

Subject: Record keeping - former sewage works
Hi everyone,
I have received a request for environmental information, which asks for any historic records relating to the former use, operation and decommissioning of a Thames Water (TW) Pumping Station. Thames Water have confirmed that they do not hold any records of the site, which was decommissioned some 40 years ago, and all records will be held by the Local Authority/Drainage Board. Environmental Health doesn't have anything to offer with the exception of historical map extracts from the GIS, any ideas where I should try next?
The customer has specifically asked for:
• Full details of the operation and extent of the former TW Pumping Station, including permits issued, the number of tanks, the nature of processes, documentation and diagrams relating to the operation and layout
• Full details regarding the decommissioning of the former TW pumping station, including all documentation relating to the decommissioning process, photographs, legal and other agreements
• Full details regarding any subsequent remediation of any relevant land following the decommissioning of the former TW pumping station
Any suggestions would be much appreciated.
