Publishing Services Manager

The Legislation Services Team at The National Archives is responsible for the operation of legislation.gov.uk, the official home of UK legislation. A free service covering all legislation governing the UK from 1267 up to the present day, it is a vital resource which has transformed public access to the law. Millions of people turn to us each month when they need to read, quote or cite legislation, and legislation.gov.uk is the place where new legislation is published first.
About the role
This is your chance to help lead the development of public access to legislation in the UK. As Publishing Services Manager, you'll be responsible for overseeing the ongoing development of our world-leading, online publishing system which allows the Legislation Services team to publish new legislation in print and on legislation.gov.uk. It is used by people working for other government departments to validate and register statutory instruments and associated documents, and to manage the publication of all Primary and Secondary legislation from all UK Parliaments, Governments and Assemblies.
The Legislation Publishing service is a business-critical system for government. The ability to make new legislation, including emergency legislation, is dependent on this service.
It allows government users to submit newly drafted legislation and accompanying documents for publication. It manages the processes of verifying that the documents are valid, controls the publishing workflow, transforms the content to data suitable for online publishing, and prepares the documents for publication in print and online.
You will be the product owner for the Legislation Publishing service. This involves ensuring the service continues to meet new and changing users' needs, developing innovative solutions, and project managing the development of those solutions to ensure products are delivered to a high quality, on budget, and on time. For example, the Publishing Service may need to change to address requirements as a result of the referendum on the UK's membership of the European Union.
You will be a source of expert advice for Government and public sector users, advising Government departments about the publishing processes for legislation, and ensuring that they are engaged with new developments, and product launches.
You will work closely with our legislation Contractor, and other suppliers, and be involved in researching and drafting project requirements and ensuring successful testing, delivery and implementation of service enhancements and new products.
You will also ensure that the Legislation Publishing service integrates effectively with other services provided by the Legislation Services team, for example www.legislation.gov.uk, a new browser based legislation drafting and amending tool (currently in development), and our Legislation Editorial service.
About you
You will have a strong track record in managing publishing or technical services in a complex and challenging service environment, with strict deadlines and a range of external stakeholders, demonstrating excellent interpersonal skills and political sensitivity.
You will be comfortable working with senior government lawyers, policy officials and legislative drafting lawyers, as well as clerks in the various Parliaments and Assemblies in the UK. You will have excellent communication skills, engaging a range of stakeholders through meetings, correspondence and telephone conversations.
You will have a wide range of product ownership, project and contract management skills, a strong interest in legislation and the technologies that underpin legislation publishing. You will also have an understanding of wider legislative processes across governments, Parliaments and Assemblies, and where The National Archives fits into this process.
You'll need experience of working on technical and digital services, with a drive to innovate in order to maintain high quality standards and get the maximum value for money from a range of services.
In addition, we are looking for someone who is personable, flexible, willing to learn, detail-focused, a great team player - whilst being able to work independently - and an ability to convey complicated technical ideas in an easy to understand way. Any first-hand experience of working with legal or regulatory materials is ideal. However, as important is a genuine passion, interest and understanding of what we're trying to achieve.
