You are right Bill that if we tell the data subject of the legal basis for collection, we can retain for as long as we tell them. For example, social care records would be kept after processing has stopped (currently legal hold on by the enquiry). It's only if consent from the data subject has been used as the basis for collection that they can expect to be forgotten.
