Just to be clear, RedLink Network has been up and running since August 2016, and provides many services beyond IP broadcasting. As far as I know, the IP Registry is not currently functioning as a web-based application. I also don't know about its planned capabilities to store SUSHI credential, COUNTER data, deal with link resolvers and branding, and hierarchies between and across libraries. PSI has historically focused on abuse monitoring for publishers. Bottom line is that I don't think the comparison is as direct as portrayed here. RedLink Network functions as a community-based resource with benefits to both publishers and libraries, and is free to both parties, so adds no costs to the system.
