The deprecation of SOAP has been known about for many, many months. As an example, in October all CMS sites were asked to move to PhEDEx 4.2.0 before the end of 2016 "due to end of support of the old FTS submission mode". The code has now been completely removed from FTS.
When you say "as noted elsewhere" where do you mean?

As noted elsewhere there's bits of software that depend on it (e.g. mice data mover) and no, the people responsible didn't know that and double no, it's too short notice.

Please note that in the next update of FTS3 the SOAP API will no longer exist. CERN is upgrading their production instance on 4th April and we will probably be asked to upgrade sometime soon after that. This means that:
- people should no longer use the very old glite-transfer-* commands and instead use fts-transfer-* commands
- when specifying an FTS server use port 8446 rather than 8443
