Thanks to all for your suggestions. I’m going to tell my friend that his correspondent should look through Ian Clarke’s THE TALE OF THE FUTURE (which is arranged chronologically and annotated) to see if any of the listings jog his memory. He is evidently barking up the wrong tree if he seeks "one involving a devastated Europe after a future war, and the other a fellow who escapes with his lady-love in an airship of some sort to a tropical jungle paradise” among the works of Rudyard Kipling.
