Hi all,
The Wellcome Trust is looking for a consultant to research, coordinate and facilitate Public Engagement with Genomics and Genome Editing.
We are open to bids from individuals, consortia or organisations. The contractor will report to me (Amy Sanders) at Wellcome Trust. We expect the contract to run for one year from May 2017. The deadline for proposals is 13th April 2017.
Below is an extract from the Request for Proposals. I can send the full version with the context and background, and details of what we are looking for in the proposal, to those interested in bidding for the work.
We are open to proposals from individuals, consortia or organisations wishing to bid to:
i) Convene stakeholders
• Arrange and support meetings with key people working in research, public engagement, communications, legislation and policy relating to genomics and genome editing. Prepare agendas, papers, take minutes, coordinate diaries etc. Approximately 4 meetings for c25 people over the period of a year.
ii) Gather intelligence
• Map and share PE activity: for example, looking at planned activity such as debate and dialogue processes, and coordinating schedules to avoid clashes or duplication of effort, identifying areas for collaboration and coordination. Identifying possible ‘engagement pathways’ which different people might travel along whilst engaging with the topics.
• Synthesise outcomes across past events and activities, reporting on engagement activity that is already underway and what has been learned from it (particularly bringing insight from outside UK).
• Horizon scan and gather insight: for example, identifying applications of genomics and genome editing research that might be of public interest or concern, identifying stakeholders and contributors, analysing media coverage and collating and synthesising public views. Mapping key developments in research and its potential application, and highlighting policy and decision-making points over the next 3 – 5 years.
iii) Share learning and resources
• Develop a shared language and understanding of what works: for example, collecting insights into key areas of common misunderstandings, conceptual difficulty or controversy; identifying and testing potential ‘hooks’ that would be likely to engage different audiences.
• Identify or create resources for supporting engagement, for example, training, mentoring or guidance for researchers or institutions wanting to conduct or participate in their own engagement activities.
• Develop core questions that can be asked of public taking part in engagement activities on these topics
• Synthesise and share intelligence about public attitudes to genomics research and applications of genome editing in healthcare.
iv) Make recommendations for future public engagement
Identify gaps and opportunities for engagement and making recommendations about how to address them. Gaps might include particular sections of the public that are excluded from conversations. Opportunities might include capitalising on planned communications, engagement and education activities to achieve engagement at scale in the UK or internationally, planning activities so that they are able to feed into policy and regulatory debates or making recommendations on how adapt approaches to work in different international settings or with different audiences.
