This seems to be pinned on a definition that ' design only includes product design' and a suggestion that design (as product design) should be done better by including other considerations.
Is that what you are saying?
It contrasts with the idea that many other sorts of things could be designed besides products (and indeed products might only form a small proportion of what is possible to be designed).
For example, others might say something like 'well that might be true for designing products... but its not true for designing (say) crime prevention policies, or XXX'.
