Following serious problems with agents a few years ago, we decided to deal directly with the publishers. It was a lot of work and we still had problems but we knew what was happening, could sort the issues ourselves and only had one invoice per publisher. 60% of our titles then came from 3-4 big publishers, so it wasn't that bad.

This is a well known problem with subscription agents. They ask you to pay based on the existing price at your renewal date, but then have to pay the publishers whenever the journal subscription becomes due during the year. If the values of the pound has changed between these dates then the price they pay may have gone up or down. If the pound has gone up then they will refund the difference, but unfortunately there will be something in their terms and conditions that if the value has gone down then they will submit an additional invoice.
Subscription agents save us time at renewal date, but they are a business, and will ensure that they do not lose out due to changing value of the pound over the year.

I was just wondering if anyone else was having similar issues to us and what they are doing about it. Having received proforma invoices from EBSCO for our journal subscription renewals we raised purchase orders as usual and paid the invoices when they arrived - not minding slight price fluctuations due to exchange rates on the day of issue.
However since paying the full invoices we have subsequently been sent further invoices wanting in 2 out of 3 cases more money (1 offering us a £3 refund!!). One instance is for £188 on a journal we have already paid £558 for and another for £67. Our finance department is telling us not to pay. I had previously believed that paying an invoice is a binding contract of some sort (you don't buy your shopping in Sainsbury's and expect them to come back for more when the price goes up!).
I would be interested to hear from anyone else experiencing the same thing and what you are doing about it.
