I've cross-posted this to lis-e-resources as it is not necessarily an EZproxy problem. Placing location on a Shibboleth discovery service is not ideal. Your user should be able to select sign in and search for King's as the home institution.
However, there may be another fly in the ointment regarding federated access. We were being turned away from some subscribed content OUP support told me that the new platform can only have one admin account configured for Shibboleth authentication (unlike Highwire). Somehow it had been configured on a sub account, not our master account. You might want to double check your situation (and I imagine the same problem might be true of OpenAthens institutions which have more than one admin account).
Looking at your message, I wondered if Shibboleth authentication was transferrable between the old host and the new one. It isn't. I just tested our WAYFless URL, which still pointed to oxfordjournals.org. On my mobile, via 4G, after redirection from www.oxfordjournals.org<http://www.oxfordjournals.org> to the new host for the journal I chose I got an untrusted certificate alert (often the case on Android, see https://support.mozilla.org/t5/Protect-your-privacy/Mixed-content-blocking-in-Firefox/ta-p/10990) and I was challenged to sign in again. I did get to the full text this time.
On my desktop computer, I tried signing in via the discovery service and I landed at https://shibboleth2sp.sams2.oup.com/ -- I tried OUP's WAYFless URL generator (https://shibboleth2sp.sams2.oup.com/wayfless_url_generator.html) but I couldn't configure a WAYFless URL to the new host. WUGEN's suggestion also needed a second sign in.

We have a similar problem (nothing to do with EZproxy) - OUP insists that one of our students (at home in Hertfordshire, England using her BT ISP) is on the campus of the University of Tajikistan and is therefore not given the opportunity to log in with Shibboleth.
It is difficult for me to prove the IP range of the university is recorded wrongly

Hi Sarah,
I have seen this on another publisher's site where our IP address had been mistakenly assigned to another University. What IP ranges can you see assigned to your admin. account? You should be able to change the IP range. In fact I discovered last week that we have more than one account for Oxford journals. I asked OUP to merge them as our usage was significantly lower on one of the accounts. Better sorted now before the year is too old.

Hi all,
I've just updated our OUP stanza to the revised one (still using the include file though) and although I'm linking to the correct journal, instead of "University of Bolton" appearing at the top-right, I have "Tartu University". I have no idea what I could have done wrong but before I contact OUP for advice - who will probably think I'm going mad - has anyone come across incorrect universities displaying in OUP?
