As others suggest the key issue is identification.
In general if you would have accepted this method of verification for a UK address there is no reason to apply a different standard, unless the change of address itself flags a concern, which would be rare with modern population mobility. Once you have met your identity criteria the address nominated is more or less irrelevant - you must provide what s7 requires.
In risk terms the risk of mis-identification falls on the DCwho must take such precautions as are reasonable. The delivery risk falls essentially falls on the subject as you must comply with s7 once there has been reasonable verification of identity. - provided any risks have been explained (a fairness issue).
