I really do think its somewhere in the ATLAS configuration. Manchester Vac is about the same size as you, and we regularly have a couple of hundred ATLAS VMs running. It should be possible to identify the difference in the AGIS configuration of the two VAC queues or in that of the pilot factories.
But yes, we should deal with the details off list.
