Not really. There are many regional portals, such as the Online Archive of California (http://www.oac.cdlib.org/). Nationally there is OCLC's ArchivesGrid, but not comprehensive as yet (https://beta.worldcat.org/archivegrid/). The same is true of the SNAC prototype which may also grow into such a portal potentially (http://socialarchive.iath.virginia.edu/snac/search) - this has material from the UK from the British Library and I think the Archives Hub.
