Hello Nicholas, 

It sounds as though the guidance needs to be set out for this element, both by SFE and SFW.  

What I sketched out below is an account of what happened in a couple of cases with SFE, where the default position is that the student remains attached to their original centre, unless the original centre agrees to release them.

Hello Penny,

That is not our experience. We had a student recently who wanted to attend for a review as he wanted to see the demonstration of any new software which might support him. We were told he had to travel across the country as SFE would not agree for the review to take place at any other centre, despite the student asking. The original assessor had retired, so it would be with a new assessor anyway. Fortunately for the student, he was passing the area by coincidence and we managed to do a review with 15 minutes notice.

Anecdotally, we've heard SFW are not doing funded reviews, only a review if the student is continuing on the same course and if not, a full assessment .

Hello Nicholas, 

The requirement, as I understand it, is that students contact their original assessment centre for the review of needs. If there is a long distance, the assessment is conducted by telephone and email correspondence. In these circumstances, the student will have met with their Assessor in person previously. 

Where the student wants to meet with an Assessor in person and the original centre is too far for them to travel, they may ask their original centre to release them for the review to take place elsewhere.

Hi Nicholas,

Is that not the QAG guidance in relation to conducting the full NAR by telephone? Assessment reviews are a different concern and I'm pretty clear that where there are geographical barriers, the original Assessment centre should look to perform the review remotely.

According to the DSA-QAG Assessment Centre QAF  Appendix 13: Telephone Assessment Guidance:



It is accepted that it is most beneficial for a student to attend an accredited assessment centre (or related outreach) for their needs assessment (NA). However, there are circumstances where this may not be possible, for disability related reasons. In these circumstances the following should be adhered to, in order of preference:

i. Assessment at an accredited assessment centre or related outreach ii. The assessor to visit the student’s institution with appropriate mobile equipment iii. The assessor to visit the student’s home with appropriate mobile equipment iv. Telephone assessment

When a telephone assessment is the only option, the student should be informed that, in the future, if they feel capable, they are entitled to a face to face review.

Please note: Authorisation is required before conducting a telephone assessment and must be in place before the appointment is confirmed. The centre manager/assessor must contact the SFE, DSA Team direct and on receipt of authorisation, and record in the NAR, the funding body contact name and date of authorisation within the ‘assessment location’ section.
The assessor should fully justify why options i to iii were not appropriate, in section A-1. Not being able to offer a mobile assessment (options ii or iii), is not sufficient justification for a telephone assessment.

Note: Assessment centres unable to offer mobile assessments are not authorised to perform telephone assessments. They should direct students who cannot be seen under criteria (i) to a centre where all options are on offer.



Therefore as we don’t offer Mobile assessments, we are not authorized to undertake telephone assessments.

Needs Assessment reviews can be done remotely via telephone, Skype or email. I can't understand why anyone would be suggesting a student needs to travel across the country to attend in person.

I remember a thread where a student was asked to travel across country for a needs assessment review and someone advised how to get it changed to their current university. I have searched in the archives and can't find it.
Please could someone advise so I can let the student know what to do, otherwise it is a trek down to the south coast from their current place of study.
