s29 does indeed focus on prejudice, but all the relevant exemptions preserve the need for a schedule 2 condition, and sched 3 if appropriate and you would be pushed to find relevant conditions which do not require 'necessity' which means the DC must assess reasonableness and proportionality.
Take s29(1). You can only assess whether applying the fair and lawfulness requirements of P1 would prejudice the identified purpose, not whether requiring the condition(s) would.
