Sorry for late response - I was away from my office at the end of last week.
Our Medical School has been using Blackboard Tests for high stakes assessment for the last 2 years - with some success. We have worked with the School to figure out the best test settings for their requirements. We haven't gone with the lock-down browser to date, but are considering.
We do change the password for the test, once we are satisfied that everyone in the exam centre has successfully accessed the test. The exam is done under formal exam conditions, so attendance is strictly monitored, and anybody who leaves early would be noted.
