Refundable is definitely a good call. I'm a maths teacher and the further maths support programme do exactly this ( for cpd rather than school trips but same thing ) and it's a really good model.
Otherwise it can be really hard persuading senior management that it's worth the risk of missed lessons/cover lessons etc.
