I would imagine that most people would support the idea of trying to reduce
unnecessary/inappropriate demands on NHS resources ('abuse'). However, I
would think that one of the main problems with trying to achieve it by
'token charges' is that such charges would have minimal effect on those
'with money' (whether their demand be appropriate or inappropriate), but
would impact much more on the poor, quite probably causing some of them not
to seek NHS care when they should.
