This has been a fascinating topic to follow but I do need to correct this statement. NHS organisations in England, Scotland and Wales are members of the OpenAthens Federation, a SAML/Shibboleth federation like the UK Access Management Federation or any other federation around the world.
So it's not clear what's being referred to by "when Eduserv change/update the system". We do deal with publishers who (for example) are updating the OpenAthens software they use to connect to a number of access management federations, but the only we changes have made and required publishers do likewise is where those publishers hadn't updated their software (for around ten years in some cases).
Software and services don't stand still but we go to great lengths to ensure any changes we make are transparent to publishers and users alike. If anyone has concerns about this topic I'll be happy to discuss it further.
