Hi
We had this issue a while back and were told the records belong to the Secretary of State and the GP practice (or other healthcare provider) holds the records on his behalf, as part of which there is an obligation to keep them safe and secure.
I can't say specifically where this is referenced however (sorry!).

Hi all,
I have a questions I am unsure about:
Who owns patient records? I know the patient would have to apply to their healthcare provider to view or obtain a copy of their record, the provider would then have to assess if that would cause them any harm or distress. However under which act or legislation does it state who actually owns the records?
Has anyone looked into this in the past?
