Dear colleagues,
The National Archives is currently in process of implementing the move from a statutory 30-year to a 20-year period for the selection and transfer of public records ('the 20-Year Rule'), which was introduced by amendments to the Public Records Act contained in the Constitutional Reform and Governance Act 2010. The change is being implemented over a ten year transitional period. The timetable for this is slightly different for those records which transfer to local places of deposit, rather than The National Archives itself, or to specialist places of deposit.
More information on this work can be found at: http://www.nationalarchives.gov.uk/archives-sector/our-archives-sector-role/legislation/20-year-rule-and-records-of-local-interest/
At the end of 2015 The National Archives undertook some gathering of data in relation to implementation of the change for these local transfers. In order to ensure that this is as transparent as possible, we have published the data gathered through these surveys on our website, as is already the case for similar information in respect of records of central government departments.
This new data includes the results of a survey of local organisations covered by the Act (including prisons, magistrates courts, coroners, NHS Local Boards, Trusts, and Clinical Commissioning Groups) to determine what quantity of records they hold is likely to be affected by the change, and details of any transfers of historical records they made to local places of deposit appointed under the Act during the calendar year 2015:
http://www.nationalarchives.gov.uk/about/our-role/transparency/record-transfer-report-for-local-bodies/.
We also asked local authority places of deposit for additional details of public records transfers during the year as part of our regular NRA accessions process, and this is being published, together with details of the related 'New Burdens' payments made this year to eligible services in respect of their additional activity in implementing the changes:
http://www.nationalarchives.gov.uk/archives-sector/our-archives-sector-role/legislation/20-year-rule-and-records-of-local-interest/the-programme/.
Once again, many thanks to all those colleagues who assisted with the data gathering, and implementation of the '20-Year Rule' change more generally.
For any queries regarding the 20-Year Rule programme in respect of local record, please contact Kevin Mulley in the first instance ([log in to unmask]<mailto:[log in to unmask]>)
