A couple of years ago we ran a project to deliver a new web site. It was our first using agile methods. The technical team used Scrum with support from an external organisation. We have since run other projects in the same way.
I believe that Scrum uses the term "self-organising". This means that the team has the power to decide how to manage its work in order to deliver the product. It is not really saying anything about line management or other supervision issues.
In our projects line management sits outside the scrum process. Line managers can continue to assess performance for PDR using normal methods (e.g. objectives) as long as those objectives are aligned with the project goals. I agree that there are challenges (setting objectives, measuring performance, managing issues) but we face these challenges whether we use scrum or not.
