Hi Sarah,
Not an out of the box solution per say but you might be interested in the
Google Physical Web project ( https://google.github.io/physical-web/ )
which quite closely matches your requirement to tie physical spaces to
'virtual' content.
Until recently it was an interesting framework but without widespread
device support not especially relevant, with the introduction of the
standard to the Google Chrome browser in principle its available to quite a
much wider audience (although in its current implementation a little
unintuitive).
The linking of the physical locations (through bluetooth beacons) to web
addresses does open up existing hosted platforms for content authoring
(like for example Squarespace) or even a dedicated space on your
organisations existing website, it would limit the operation to spaces
where Wifi is available however.
