I've just found this in my Drafts folder - I thought I'd sent it!

At Cranfield we order items from ProQuest quite regularly. It's very straight forward but don't forget to add the tax.
We pay with a credit card which makes the process very quick and the pdf 's are supplied quickly too.

I was wondering, did you hear from anyone in the list about Proquest Dissertation Express for ILL? Did you go ahead with it in the end? US theses aren't something we get asked about every day, but if there's no ongoing fee and a reduction in the price of purchasing theses, it might be something to look into.
