Is there any additional PD in the agreement than is supplied anyway? If not and there is no commercial sensitivity to the contents, I'd probably supply. I might partially or wholly redact the signatures, but more from an anti-fraud perspective.
If there is additional PD I'd be telling the utility that I needed to justify the disclosure, so would they please explain why they - and not their competitors - require an agreement, unread acted. I would seek to involve their DPO - who make get not be aware of the demand and more get side with you - and possibly mutually (or unilaterally using s.42 OBO a tenant) approach the ICO for a resolution if agreement cannot be reached..
