These are the things we did, as far as I can remember:
a) put CE into 1 month GOCDB downtime.
b) once downtime starts, disable CE; tests don't count in downtime.
c) once all jobs drained off from queue and all ran,
- notify major VO users that CE is gone.
- run APEL to make sure the last accounting data goes over.
d) after a few days, fix BDII so it no longer shows the CE.
e) if necessary fix publishing so that power publishing is good

f) remove CE permanently from GOCDB.
g) backup the server, then trash it and make something else from it.
I didn't get any complaints, so I guess it worked....
