It seems to me that there are three potential embargoes;
1. Self-archiving of the article
2. Press release about the article
3. Data associated with and supporting the article
The metadata we have now established is probably not subject to embargo, at least with some publishers.
Are there any instances where a publisher explicitly prohibits prior/separate publication of data, or arguably some vague superset of the data referred to as "supporting information". Whereas traditionally, the so-called SI was also handled by the publisher (and still largely is), it is now perfectly viable for such SI to be deposited separately and of course assigned a separate DOI (although the metadata should of course link the two DOIs together, as eg AltIdentifier). I again note that we have processed such separate data publication for 10+ years with not a single dissent from any publisher (including Science, and furthermore this separate data publication was actually discussed with the editor of Science at the time!).
