For the past twelve years we have been close "towards having a strategy" with endless reports issued by the MLA, ACE and now the Taskforce but there is still no sign of a proper action plan and the leadership required to re-invigorate the public library service in England. Meanwhile the service continues to drift, some 350 libraries have closed, a further 100 are under threat, others are transferred to volunteers, 8,000 librarians lose their jobs, opening hours are cut and a very significant number of users walk away. Most worrying, it is children in some cities that have stopped using libraries.
The Chair of the Taskforce told The Bookseller early last year that the Taskforce had eighteen months to deliver. We need to tell the Taskforce and its partners that they need to urgently up their game and start addressing the structural, technological and resource management issues and re-invigorate the service.
The need is for leadership and action, not more consultation documents which provide yet more excuses for inaction.

Well done CILIP in Scotland and all your colleagues. That's just as it should be.
In England they're getting towards having a strategy. Then as you say, it has to be implemented - with all the purpose and deliberation you outline.
