This is exactly what we did in 2004. We spent four meetings on it.
For the current revision, we sat on our hands for four years, and then
rushed in nutty ideas like locality specs for DO CONCURRENT, that have
the primary attraction of making the language even more irregular and
inscrutable than we did when we introduced SELECT RANK. But then, that
does preserve Fortran's beloved tacked-on look.
