I don't think it is based on anyone historical, many of his plays weren't. It is just an entertaining jolly good romp.

I was reading the Shakespeare play "The Merry Wives of Windsor" and
started thinking that many (most?) of Shakespeare's other plays were
about historical figures: MacBeth, Cymbeline, Antony & Cleopatra, Julius
Anyone have any ideas who or what the "Merry wives" might be?
