Why? Everyone can still derivate from the original, public domain
code. Why does everyone use the NR code? It is its added value, and this
is copyrighted.
BTW, (not only) I would be glad to have the PD source code of
f.e. amoeba.c -- this is needed for wcstools. Do you have a link?

This one (as all the others that I have read) also just ends with that
they (probably) have the legal right to protect their code.
