Not mad.....but think too about Spur shelving which offers additional flexibility http://www.spurshelving.co.uk/shop/shop.aspx?gw=2&
Many (many) years ago I used to help schools revamp their libraries and cost was a big issue. We would recommend spur shelving and it seems it is still around.....

Subject: IKEA Billy shelves
Mad idea right, using IKEA shelves in a serious Library ... or is it?
I visited IKEA in Wembley, not far from here, and the quality - to the instant viewer - seems very good. However, the test of time is missing. Has anyone experience of observing the effect of the weight of books on an IKEA Billy shelf over years?
The alternative is to use one of the very expensive (because you mention the word 'Library') Library shelf suppliers.
Can someone save me from either tears or unnecessary expense?
Thank you,
Keith Lang
